Support the jewel on the bottom and use the jeweling tool to press the wheel on. You want it to run flat and be centred in the pinion for the seconds pinion. Dont be too afraid of it as long as you have the jewel supported and are pressing straight and square to the plate/bridge. they are quite robust
Check for running in the flat with the ballance and pallet out of the movement, preferably before you lubricate the escapement so as not to run the risk of inadvertantly slinging lube off the teeth of the escape wheel to places you dont want it. If it isnt flat make sure the pivot isnt bent and simply adust the wheel acordingly by gently pressing or lifting the high or low part of the wheel.
I would reccomend tightening if it is needed with the same jeweling tool as it is easy to tighten it too much with the staking set making it difficult to install and remove later.
