Little confused about Patek World Time models.

Why post-2000 models have different time zones for Moscow?
-Ref.5110p (released 2000), Moscow is +3
-Ref.5130r (released 2006), Moscow is +4
-Ref.5131j (released 2008), Moscow is +3
-Ref.5575g (released 2014), Moscow is +4
-etc...
I'm curious as to why the time zones change across different references? I understand at some point Moscow changed from +4 to +3, but I thought that was pre-2000 and Ref.5575 was released in 2014 but it has +4. Any insights?
